cloning a server: rootvg restore vs mksysb migration

I am about to create a clone p650 onto a p520.

Both have 4 internal disks, with rootvg the same size, on hdisk0/1. hdisk2/3 are used for an application.

p650 is at 5300-06, the p520 at 5300-04

The question is, can I simply restore rootvg onto the clone server or do I have to go through a AIX migration for cloning to be successful ?

(I'll then restore the application volume group)

How would this affect the PV identifiers ?

I think I may have an issue with the clone server as it only has an external drive which is non-bootable (bootinfo -B = 0)
