Clone errors in Legato ver 6.01

Whenever I try to clone either save sets or volumes I receive an error message. PLEASE HELP !!!

Dell Win2k server
Legato 6.01
Exabyte 430 with 2 drives

" NSR Sever ********: busy
NsrClone waiting 30 sec then retrying"

This message just repeats...

Usually this means that either there are no free deck avaialble or the tape to be cloned is being used by another backup.
