Clock always reset (to GMT?) on boot

I have Red Hat Linux 5.1 on Intel. I dual boot with NT4. Each time I reboot, my system clock (the date command) reports a time that is about 5 hours off the correct time even though I fix it before rebooting. i.e., I use "date --set &lt;new-time&gt;" and then "setclock" to set the hardware clock, and when I reboot the clock is wrong again. Any suggestions? My timezone (reported by the date command) is EDT, which is correct.<br>
