Clients connecting to two scopes on Windows 2003 DHCP server

I'm trying to create two VLANs on a small network consisting of about 20 clients connecting to a Cisco 2900XL switch. Right now all the clients are obtaining their IP's from a DHCP server. I know how to create two scopes on Windows 2003 Server, but how can I make sure that the clients are getting the right scopes? Basically, I need to push out the scopes to the right PC. Do I need two Ethernet conections on the DHCP server to do this?
