Clients cannot install software locally

I have clients running windows XP that are connected to a 2003 network. On the machines locally I gave the users administrative rights, also on the domain I gave them admin rights, which I know I shouldn't really do but for testing issues I did. The users can log on to the domain but cannot install any software locally on their machine. To my knowledge I didn't configure any GPO's. If I did by mistake is there anyway to set all GPO's to default. Thanks in advance.
 
I'd check my default domain policy or any policies that have been created and associated with the domain and or ou's and maybe the local security policy on my dc. Try modifying the default domain policy and choose no override and then do gpupdate.You might have to try gpupdate on the workstations (secedit /refreshpolicy machine_policy /enforce, secedit /refreshpolicy user_policy /enforce for win 2k pro clients)to get it to kick in. good luck and take those users out of the admin group as soon as possible.
