Client system event log shows event 24645

I have setup network unlock following tech net for deployment with gp and verified client is receiving gp and certificate is issued. Client system event log shows event 24645 with "bootmgr failed to obtain the bitlocker volume master key from the network key protector" and upon startup am still prompted for bitlocker pin.

I have searched all over for this bitlocker event id but cannot find anything about the cause.

Any ideas?
