Client IP Restrictions through DNS or DHCP Server configurations?

Does anyone know a way I can prevent some clients from having IP Connectivity to other clients using DNS and/of DHCP servers. Group policy will work for browsing, but I need to prevent applications from connecting to certain computers. I am trying to remove a firewall between subnets and manage the connections through Windows. IPSec may work, but I don't want that much traffic.
