Client does not have permission to submit mail to this serve

I have a java application that relays emails to the Exchange Server the application has a string in its preferences to input a user and password for authentication when i enter a user and attempt to send a message the log shows "454 5.7.3 Client does not have permission to submit mail to this server"

Any idea what is going on?
