client application ramdomly creates duplicate sessions

I run a client started application which every 2 week or so will spawn duplicate processes. For example, I support an app on Citrix that when the user launches he/she has a Citrix session.
The client use the application, it then appears that the all users logged in and using the application will have many more sessions running. So 10 clients in citrix, 10 instances of the application EXE file now I have 100 sessions as seen on server and the memory usage ramps up and cpu pegs to max.

Any help , ideas please let me know.
 
Is it possible, for your environment, to limit the number of instances of the application? We have all of our published applications set to only allow 1 instance of each. It does cause some issues when the users log out and back in real quick, but we just have to train those users to wait a couple of minutes before logging back in. (We use roaming profiles which cause the log off process to take a bit longer.)
