Client Access seesions close when compiling rule base

I started working for a company that uses FW-1 ver 4.1. Every time we install the rule base all the remote AS/400 Client Access and telnet port 23 users are bumped off and they have to reauthenticate. As a result we can't make any changes to the rule base until waaaaaay after hours or weekends.

Any ideas why these sessions are ending?
