Clicking on the Blue I.E. will not start dialup connection

I am using XP Pro. I had setup I.E. to "always dial my default connection." Since I uninstalled The Weather Channel program, I.E. now continues to change to "never dial a connection." I have to go into Tools/Internet Options/Connections and recheck the "always dial" button then click apply. It will then start I.E., connect and all is well, until the next time I try to log on. It reverts back to "never dial." Any ideas as to how to get it so it will accept and retain this setting?
