Click and wait . . . Win98 . . . what's going on? 1

I'm having trouble on a Win98 machine, but don't know where to start looking. Many times (not always) when I click on a hyperlink or a program icon the system just seems to stop - near frozen. While "frozen" sometimes I can go to other applications, etc. and function, sometimes not. It just sits there (mousepointer looks like I-beam) and then, eventually (15-30 seconds), it executes.
Can someone give me a hand with this - it's frustrating the snot out of me!!!! Thanks!!
 
First, I suggest you read and see if that helps.
Second, do a thorough scandisk and defrag.
Third, empty out all temp, and IE temp folders.
Fourth, try the "repair IE" function. (Add/Remove programs, IE and internet tools, Add/Remove button, select "repair IE..."
