cli pw PP8000 ver 3.2.4.0 trouble

Just upgraded 3-PP8000's and cli passwords are now encrypted and not part of config.cfg... Problem is ver3.2.4.0 as documented sets old pw's to default since encryption now acts differently then older SW versions but when you change from defaults to your new pw's the rwa login is the only one of the five or so levels that actually work??? This is not a matter of entering the wrong pw as I know these cold and have had the same problem now on 3 different 8000 chassis...ANYONE alredy worked through this w/ Nortel??? Thanks in advance
