How do we you clear the out bound dialing selection of 'Pool' to be '<None>'?

I am going to assume you mean in older Voice Mails?
Delete the mailbox and re-create it or just tell it to use a line that has no dial tone.
Or on the KSU under Access Codes select Clear.
