Clearing Out tmp 1

A colleague ran out of space in /tmp. df showed it at 98% full. He removed all the files, but it still shows 98% full. What's going on? Is the space locked somehow? How do we get the space back?

It could be that the files in /tmp were "active" files created by some running process, and unless that process is stoped and restarted then it is likely that it will hang on to the filespace.
