clear - what is it doing?

Can someone please explain what clear is actualy doing, as soon as I use it, ok it starts a new line clear of the floated div, but it seems to break out of it's containing div so the containing div doesn't stretch.

Why is it doing this? what purpose is this meant to serve and how do I stop it from breaking out of it's containing div?

I am quite certain I cannot explain it any better than what I did in this thread: thread215-1274522

However, I can assure you that cleared elements do not break out of the containing element. At least not in a way I understand breaking out. If you can provide a simple test harness of this "breaking out" I will be more than happy to explain what has happened.
 
well if you view the following page in IE and then firefox, you should be able to see what I mean, the containing div "#content" is being broken out of by the "#contactfs" fieldset when clear:left; is being applied.

The desired result I would like is as I.E. is displaying it, where it makes a new line but stays within it's containg div "#content".
