Clean eliptical border

I am trying to make a nice/clean elliptical frame. Here are the steps, followed by my problem.

1. I select elliptical marquee
2. I go to the menu and choose SELECT/MODIFY/BORDER
3. I add a border (7 pixels)
4. I go to paint bucket and fill the ellipse with red

Problem: The fill looks feathered or like I filled it with watercolors. Why? I dont have feathered selected anywhere (that I can tell), I've reset my tools, and it still looks wrong.

Can you please help?

 
Hi Iammon...

It is the 'border' feature that is creating the feathering.

There are many other ways to do it. Try this one (make sure you are on a new layer).

1. Create your OUTER elipse first.
2. Fill it with paint bucket or Alt-Backspace
3. Now go to Selection>Modify>Contract and take away your 7 pixels.
4. Hit delete on your keyboard to get rid of the 'inside' bit.
