So.. I'm trying to get this windows 2008 server/terminal server to NOT display the last username. I've used gp and local policy to set the "interactive logon: do not display last user" set it and rebooted a dozen times along with gpupdate. The last username is displayed.

Please tell me it's possible to get back to the point where a user connects (via rdp), and the first thing they see is a username/password prompt..
 
Here is what I have done to accomplish what you are looking to do.

Open Server Manager >expand 'Roles' in the left hand pane >expand 'Terminal Services' >click on 'Terminal Services Configuration' >right-click on the specific connection entry under 'Connections' in the middle pane and select 'Properties' from the context menu (ex. RDP-tcp) >when the 'Properties' dialog box opens, select the 'Log on Settings' tab >select the 'Always use the following log on information:' option and leave the 'User name:' field blank, fill in the 'Domain:' field with your proper domain name, tick the option for 'Always prompt for password' and select 'OK' to save your settings

The terminal server should now prompt users for a username and password when logging on.
