It is not possible to enable that particular dialog as its no longer part of Windows. However, you can enable what is referred to as Classic Logon Screen, rather than the Welcome screen, to get the user and password fields to be filled in by you.
Using an elevated command prompt (i.e, cmd run as Administrator) and execute secpol.msc it may take a moment to load.
Navigate to Local Polcies -> Security Policy.
find the "Interactive Logon: Do not Display the last User Name" key. Double Click it and enable it.
Close everything out, and log off. You should now see the logon screen waiting for your input.
