class of service change over code

Hi.
I have a openscape 4000 v7.i want to add a class of service changeover code for chaging the class of service og HFA stations by the phone. but when i add the add-persi command i receive the error: F23: COSXCD IS BLOCKED

and this is the configuration:

Do a DIS-FEASU; and make sure that COSXCD is not a deactivated feature.

If it is, do a CHA-FEASU, type = A, feature = COSXCD

There are some other related features that say whether the attendant can do it, and I think the other is whether you can have a changeover key programmed onto a phone.

it had been activated in feasu but i got the error.
