Clarion 6 - Hotfix update Error

Can not proceed past Hotfix_9028 If I install HotFix_9029 then try to open C6 I get the error: '(CW.TPL 1,0) Error: Expected Section Header' followed by 'Can Not Open Template Registry' Can anyone tell me the cause of this error and how I can fix it.
