Clarify a quick permission question - Exchange Server Admin

The cobwebs have come.

Hypothetically I have two mailbox servers and delegate the Exchange Server Admin permission to a user for 1 of those servers, which we will say has 1 storage group on it and a bunch of mailboxes. Will that person be able to still modify all the user mailboxes in the Exchange Org. or just those that reside on that server?
