This is probably theoretical rather than practical as I think the majority of answers will be don't do it - start from scratch.

But what does anyone think about cleaning an old XP installation i.e deleting and uninstalling all third part applications cleaning the system using registry cleaners or other cleaner software etc etc and using what is left to start again.

Try it, what do you have to lose? Just backup any thing you treasure. Sometimes it can be time consuming, but go for it.

I'm with your "majority", the only thing your method may save is the requirement to download Windows Updates that are currently installed, but in this age of fast Internet that is not a big download.

Registry Cleaners are often a precursor to having to install from scratch anyway, especially in the hands of inexperienced people who may make errors in their use.
