Ckt vendor unknown?

I have a customer with what seems to be a 56K frame relay circuit providing his internet pipe, and he doesn't know what company provides it. He isn't getting a bill for it (Verizon DSL was dropped some time ago, and this line apparently replaced it--he doesn't recall). I couldn't determine from the circuit ID who the vendor was (the termination device showed "23XHGS" prefix), and the x-connect was a to single pair with 56K DDS written on the tag. Is there a way to find out the vendor? Verizon says it's not theirs, nor COVAD. Any hints?
 
XHGS is the designation for the 56k. Unless you're in a building with mutiple carriers it would appear Verizon is the last mile provider. That being said if the dmarc is extended sometimes you'll find another ckt is associated with this which could help you hunt down the carrier.
