Citrix XPe license question

From the citrix point of view, you will need a user license (citrix license) for any concurrent user that are accessing your citrix farm. That said, every software vendor has its own license rules, so in this case you should eventually contact symantec or your symantec reseller and check out their license rules for running the Symantec ACT software on terminal servers.
