Citrix VPN client and Terminal Server

I'm running W2k with Citrix Metaframe. My users are running W2k pro. Some of them use an ICA client to connect to the server while some use http. The problem that I'm having is that (I'm not very familiar with Citrix), some users log on, then when they log off they are unable to log on again. Is this a licensing problem and if so how do I fix it?

Any suggestions would be helpful.
