Citrix users can not access to scrrun.dll

After removing and recreating REMOTE DESKTOP and REMOTE CONSOLE in Access Management Console 4.5 users are getting Permission error related to scrrun.dll

The file they trying to access is located in N:\Document and Setting\<admin account>\WINDOWS and it's scrrun.dll

Every RD user has WINDOWS under his/her profile, so WHY after this change different programs are using N:\Document and Setting\<admin account>\WINDOWS

The admin account has used in the beginning for installation purpose of various programs.
