Citrix Presentation Server licensing requirements

Does Citrix PS 3.0/4.0 require a Windows Terminal Server license? I was not aware of this requirement, but read an comparsion sheet that mentions something along those lines. I could not find any documentation on Citrix' website mentions TS being needed.

Every 3rd party add-on that runs on top of terminal server still requires a TSCAL. Presentation Server is one of these products, i.e. you can't run it without Terminal Server and TSLS.
