Citrix not using RAM

My Citrix (W2K) servers had 1Gig memory. The numbers of users grew and memory ran out and started paging (r/w). I added 2gig of memory. The server will not use memory beyond the 1gig. When it reaches 1gig it will start paging (r/w), even though there is plenty of memory. I even overloaded one of the servers with users and it never went beyond that point. The processors are not taxed (10-15% usage). The hard drives are not taxed (<10% usgae). I rearranged the mem sticks in different combinations with the same results.
 
Do you have 64 bit processor and 64 bit W2K and MPS4 ? everything pacthed latest from microsoft ?
 
W2K server 32bit all updates done.
 
There's a patch from microsoft for W2K to run in 64bit mode
 
I'm confused. 64bit processor mode correct? W2k with P3 Processors can see 4 Gig of memory. I only have 3 Gig installed. Secondly, don't programs need to be written for 64bit mode? If I use this patch will the system effectively run my applications?
