Use the IE Resource Kit 
Alternatively, make all the changes you need to the default profile, by logging on as a user with administrative rights, making the changes, logging off, then copying that user's registry hive to Default User.
Obviously, the second solution is somewhat Heath Robinson ( as it implies modifying all existing user profiles, but has the same effect.
