Cisco VPN hangs with "Initializing the connection..."

Cisco VPN 4.6.00.0045 was working on my laptop, but would sometimes not connect, and would hang with the message "Initialzing the connection..." at the bottom. Eventually it would time out with message "Secure VPN terminated by the client. Reason 403: unable to contact the security gateway."

Re-installing the software usually resolved the issue for a few days, but that's no longer working. It's not much info, but it's happening both with my home cable modem, and my Sprint card connection. I'm running Windows XP Pro on Lenovo Thinkpad T60. I had a related issue where my ethernet/wireless would stop working, so I ran these commands and reboot to get that working again:
netsh winsock reset catalog
netsh int ip reset c:\resetlog.txt
