I have a customer that when using the Cisco Vpn client, it will make a connection if she is using the ethernet port, if she instead uses a dialup account it just hangs saying, it appears that the client does not realize that there is a active connection
Disconnect the host from the network and do an ipconfig /release if using DHCP. Then try to establish the tunnel if it keeps failing I would advise you to run debug crypto isakmp and debug crypto ipsec on the headend device to try to determine if the tunnel is being established. The logs on the VPN client also help just make sure the verbose level is set to high on all options.
