Cisco VOIP Question

Hello All
Do not have much information but, it seems the client has Cisco router based VOIP telephone system Version 3.x. They'd like to be upgraded to version 4. I am not sure what device this is exactly I have not been onsite yet. is this a router set up as a VOIP system? Or perhaps an appliance and what could this be?
They also are considering migrating from current router-based VOIP solution to a server based. Does Cisco manufactures software that can be installed on a Windows or Linux/UNIX system as opposed to their router devices running it? They also mentioned: CISCO MCH unified Communication services-7825 H2 Unified call manager appliance.
I will greatly appreciate any information

The router platform on this is on a CCME Cisco CallManager Express. The server platform on the MCS-7825-H2-IPC1 server is what they need as a Publisher and another for a Subscriber. Software 4.1(3) is stable and 5.0 is out running Linux. Do they require voice mail? If so they need a Unity server as well.
