Cisco Unity call handler question

This is regarding permissions to modify Cisco call handlers.

Is it only a global administrator who can modify unity call handlers or is there another security group that can be assigned so the handler can be administered.
 
This is an administrator function so you must be an administrator which will give you access to the complete interface.
 
Depending on the level of administration you require.... if all you need is the ability to change the recorded message (greeting) you can assign that task to multiple call handler "owners"
