Cisco UC560 telephony wizard stops at 99 percent

Hi, Cisco UC560, when I start the telephony wizard it stops at 99 percent,. It will stop in the middle and prompt me to run the cue diagnostic or the voicemail may become inoperable. When I check the status of the Cue, it all looks fine. If I do not run the telephony wizard and go to users, it will see the phone and mac address, but if go to edit the phone to give it a extension and set it up, the hour glass just spins. Would appreciate some advice on what to look for in any command lines and to correct it. Or maybe the software is corrupt and I need to load the IOS and Cue. In that case I will have to locate the ZIP file. Thanks in advanced.
