Cisco UC520, add station, hour glass and freeze

Hi, I have a Cisco UC520 upgraded to 8.6.0, running CCA of 3.1.1.
After putting in the voicemail Extension it requests(ext 199) it accepts it fine.
I go to add a Station, It starts to load Add Phone window and then just freezes up. It does have Licences.
The analog Extensions work Fine. Any Help would be appreciated
