Cisco Systems VPN CLient - Limiting Permissions

Greetings,
I couldnt locate another forum for the Cisco software etc..
however does anyone know how to get the software working on the windows server 2003 WITHOUT admin rights?

Is this a limitation of the VPN software or windows itself disallowing the user to run a VPN connection?

Its driving me mad!
Hope someone can help or point me in the right direction?
