Cisco SPA3102 as gateway with OSV

Has any one here tried to setup Cisco SPA3102 as a gateway with OpenScape Voice? From reading different instructions on the web, it appears that it can be used as PSTN gateway fairly easy with Asterisk and other PBXs. I am trying to setup this to be used for as a PSTN gateway to make 911 calls in a very small offsite location where there is no local PRI or trunking available. I have setup the endpoint, destination and route in OSV. According to the simulator, when I make the test call, it is routing to the gateway, however it is showing as Inaccessible in CMP. I am not sure what settings need to be in the SPA3102 itself for CMP to see that as a gateway. Any idea/suggestions would be greatly appreciated.
