Cisco Pix + Port 990 SSL Issues

Can't find a forum dedicated to firewalls or Pixs, so this will have to do.

Anyway, we are experiencing a problem whereby clients behind the Pix firewall can only FTP data via port 990 SSL at very slow speeds (20Kbps). However, testing from outside the Pix to the same FTP server returns download speeds of well over 100Kbps.

Behind the firewall you can open multiple FTP sessions, but they all peak at 20Kbps.

Has anyone else experienced this or heard of this? If so, did you find a solution?
 
What FTP server? Is there a rate limiter on the server side?
 
Not sure about the FTP server, but it isn't the cause of the problem - I tested from a different site to the same FTP server and got 250K per second download.
