Cisco ONS 15454..."UPGRADEBLE"

There is no real Cisco optical forum...so I will post this here...I am working on a Cisco ONS 15454. After doing some network maintenance, we found that all of the new connections statuses are set to "UPGRADEABLE", instead of "active" or "incomplete". I need to change the CircuitName on some of these connections, but the box will not allow any changes until it's in an "active" or "incomplete" status. Does anybody out there know how this would have happened, or how to change it back of active or incomplete?
