Cisco Jabber: Functionality Questions

I have been looking everywhere for answers and reading every Cisco desgin guide I can find. However, I am not finding answers to these Jabber questions.

1) Can I build a predifined list of users for all Jabber clients? For instance, I want a Helpful Number link at the top of each client with (emergency, HR, police, etc...)

2) Can "Send File" be disabled?

3) Can personal contacts be added that are not CUP users? (i.e. I want a contact record for my wife so I can click and dial)

 
Where are you pulling contacts from? AD or call manager itself?
You can't add to every client a list of users that are not in AD. That's an end user task that the admin can do for them during installation but not as a bulk.
Send file from the IP piece of the client? Not sure about that, where are you going with this?
Yes you can add personal contacts by creating your own group and entering their info. You can also use the click to call feature to dial out of outlook contacts.

That is unfortunate you can't add custom lists in bulk, either in or out of AD. Applications like Sametime offer that functionality. I figured you could just edit a XML file or similiar.

Sending files between employees is against our security policy. I need a way of disabling the feature. It is a very secure environment.

I just installed Jabber 9-0-3, created a group, and then typed a random name into the search. It did not show up (or course...not in AD) but I had no option to add the name as a pesonal contact. There is no other button or option to add a personal contact that I can find. Do I need to allow personal contact creation from the CUP sever somewhere?

Outlook will work, but it seems like I should be able to offer users the ability to streamline their calls from one application.
