I have an ISDN BRI line at a remote location with LaFourche Telco in Louisana with a Cisco 1720 connected to it. When I dialup this number from either of my two PRI's everything connects, the interfaces come up, chap handshakes no problem, but I get very poor throughput through the ISDN line. Infact, so bad, sometimes EIGRP doesn't establish a neighbor relationship! If I use small pings of 64 bytes, I get about 10% successrate, if I use larger pings, I might get 1% success.
I have called the phone company 3 times, and 3 times they have sent someone out with a tester, and swear that the line checks out fine. I have replaced the router, and the cable to the telco ISDN dmarc. I use this same setup in many other locations with no problems, so I figure it's gotta be something with the phone company.
The interesting thing I found is when I do a SHOW ISDN STATUS (while not dialed up), I get the following output:

I have not seen a TEI in both TEI_ASSIGNED and MULTIPLE_FRAME_ESTABLISHED states before. And I'm also not sure why there are 3 TEI's when all my other routers show just 2. Also, the interfaces at each end never show any errors, or drops.
