Use the following commands to reconfigure the timers for Hi HSRP (time before the router declares the active HSRP or Stanby HSRP router to be down)
standby [group-number] timers hellotime holdtime
Group number on the interface to which the timers apply. The default is 0.
hellotime
Hello interval in seconds. This is an integer from 1 to 255. The default is 3 seconds. You may specify "msec" to enter the hello time in milliseconds.
holdtime
Time in seconds before the active or standby router is declared to be down. This is an integer from 1 to 255. The default is 10 seconds.

Be aware that decreasing the timers will put extra load on your network and router.
