Cisco GUI on cme stop working

i was using an old xp laptop to access gui on cme (Cisco IOS Software (C2800NM-SPSERVICESK9-M), Version 12.4(24)T2), my laptop died, now i can use another lap top with xp or another one with window 10 i got the same results, i type the ip ,,, ,,, ,,, ,,,/ccme.html or the ip... ... ... ... /telephony-service.html, i get the login screen, i enter the user id and password i get the gui displayed but it it does not respond to any click, all the tabs are displayed but no response
i checked the runing config
it shows

and under telephony-service

i tried adding file privilege 0
i got error massage!!!
any idea what is going on?
