Cisco Collaboration 5.0 Question

I'm integrating Collaboration with IPCC. When a caller request comes through the queue to skill group node fails. In the Router, I see the follow error.
13:26:44 ra-rtr Trace: NIC_CalledPartyNumber=Tcom_Collab
13:26:44 ra-rtr Trace: Dialog (43 x 0 : 0 0) no labels found, query the next target.

Does anyone know what label needs to be defined? Any help or a point in the right direction will be greatly appreciated
