Cisco Call Manager Partition Character Limits

I've ran into an issue where the list of partition names is to long for the CSS. We have a central administrative location that needs to be able to call every location we have directly from extension to extension. The problem is we currently have around 80 locations and when you add all of the partitions into the CSS we get a message that says "Update failed. The list of Partition names (Clause) in a Calling Search Space is too long as a result of this operation (more than 1024 characters). Shorten the Partition names or use fewer Partitions in the Calling Search Space." I've went back and changed the structure of how I name the partitions but we're still going to run out of space again. What are recommended the work-arounds or solutions to this problem?
 
How are you dialing the other locations? 4 digits? I assume each location has overlap in the extensions and thats why you have so many partitions?

We have around 80 locations and each location has 3 partitions, for example PT_Louisville, PT_Louisville_OUT, PT_Louisville_Emergency. So our central office Calling Search Space will have PT_Louisville added to it to call those extensions. Once you add 80 partitions you run out of space quick. Is there a different way of using partitions when you have this many locations?
 
My question was directed towards why do you have so many partitions in the first place? For example: I have something like 950 locations. Each location has 1 partition. There is 4 digit overlap. Each location can dial another via *XXXX which is the location number. Can they specifically dial another phone at another location that does not have a 10 digit number? No. But they also dont need to.

My point is, if you dont have extension overlap, theres a good chance you dont need all those partitions. Meaning it would "fix" your problem. If you do have extension overlap, then how does that 1 location call the correct extension with all those partitions?
