Does anyone know anything about one way transmission between a Cisco Call Manager and a Panasonic KX-TDA linked using the IP Gateway card in the Panasonic system ?

one way voice is almost always a routing issue.
Check your router configs on both ends make sure you are not blocking or not routing voice traffic.
