Cisco Boot Problem

I have recently acquired an 837 Router and when it boots I get the message cannot determine first file name on device "flash:" and then eventually the rommon prompt. I have searched around on the net and found various articles on setting rommon variables but nothing mentions the flash file name. and every reboot comes up with the same message.
Any assistance appreciated.

After that does it boot into "rom monitor" If so IOS is missing or it's corrupt.
