Cisco ATA phone ports as Co Trunk

Hello, I'm trying to create a trunk group with CO trunks from Cisco ATA ports (see below). When I try to dial using that tac from 64xx telset, it goes blank after I dial certain numbers. I get the alarm and error like shown below. I'm lost please help.

First change dial access to Y. Also status the trunk to see if the member comes in service/idle.

Oops... I'm sorry I've done it already.. After I change dial-access to "y" only all these things happened.

 
Are you sure that the trunks are loop start. I would have thought they be immed/immed.

Yes I'm sure, it's loop start... what am I missing..? someone pls help.
 
Do the ATAs provide dialtone? seems like when I was hooking some of these up for faxes there was something funky with them. Can you put a buttset between the switch and ATA to listen to see if you get the dialtone when the switch opens up the port?
