Cisco 8851 with KEM module

I have a customer with a Dell powerconnect 5548P switch. It is a POE switch, 802.3AF compliant switch. The KEM module never gets powered. Does anyone have this switch and did you have to buy a power brick for the KEM module?

Cisco's documentation isn't clear on the exact power requirements other than the switch has to be 802.3 AF compliant and the power on the port has to be so many watts. This switch is compliant, but no KEM

Any feedback would be appreciated.

As a note of interest, auto power negotiation was activated on the port. Once that was turned off, the KEM module worked.
